Monday, November 7, Council Meeting & Monday, November 21, 2011 Agenda Meeting highlights

Christmas tree recycling

We will be accepting used Christmas Trees from Tuesday December 27, 2011 through Friday January 13, 2012. Times will be the same as in the past, Monday thru Friday, 7a.m. to 3 p.m.

Youngwood Borough was presented a certificate for being one of the first communities to adopt the program, “Young Lungs at Play” . It is a program that reminds smokers that we are trying to keep play areas smoke free and looking out for the health of our children at play. Posters will be posted at play areas & the playground.

Youngwood has 3050 residents according to the 2010 census figures. This is down from 3300. This decrease will have and effect on decreasing our state liquid fuel funds used for road repairs.

Front Street Garbage Pick up was discussed at the public meeting on Monday, November 21. A representative of Waste Management was present to answer questions and discuss the changes if council votes to proceed. Residents living along Fourth and Third Streets would continue with alley pick up because of traffic restrictions. There are several other locations where alley pick up is necessary. Council will take all things into consideration when making a decision. If the motion would pass, residents would be notified when the change would take place.

The 2012 purposed budget has been completed and will be up for adoption. For 2012, one of the biggest expense we need to prepare for now is the cost of heating and the upkeep of the Youngwood Community Center which is now our total responsibility. A committee has been appointed to work with L. R. Kimball, an Engineering and Architectural firm that will do a feasibility study on the cost of managing and maintaining the Youngwood Community Center in the near future. The study will take into consideration the cost of renovation or replacing the building with a new one. Council will be exploring all avenues as to what would be the most economical and cost worthy solution for our community. The antiquated boiler heating system and other safety factors add to the cost of the up keep and maintenance also. Additional funds are needed no matter which direction the council would choose. We need to be prepared and have included the line item in the 2012 budget. Residents will be kept informed on the continuing progress of these big undertaking.

Maintenance Department is on their Winter Work Schedule and will be prepared for snow removal.

Next regular Council Meeting will be on Monday December 5 at 7:00 p.m. The January Agenda Meeting will be on Monday, December 19 at 7:00 p.m. The Borough Office will be closed on December 23 & 26 for the Christmas Holiday.

The Reorganization Meeting for new council members will be held on Tuesday, January 3. New council members beginning their terms are 4 year: Kris Long, Ryan Crago, Scott Palmquist. 2 year term: Paula Mazurek.

A SINGLE’S DANCE will be held on Friday, January 27, 2012. From 6 to 10 p.m.

ANNUAL GOLF BASH will be the first fundraiser for 2012. It will be held on Saturday, February 4, 2012. Tickets will be available from any of the firemen next week. You may also call the fire hall at 724-925-6200 and leave a message if no answer. Tickets make good Christmas presents.

Youngwood Volunteer Hose Co. #1 has answered 435 calls through November 22, 2011 We are always looking for new members that are interested in learning fire fighting skills and helping with the many Fire Dept. functions. Contact any current member if interested. The Annual Fund Drive letters have been mailed out. Please send in your donations as soon as possible and you can claim the amount as a charitable donation on your 2011 taxes.

The business association has donated a new street decoration each year for a total of 5 new lights to the borough. Thank you for a great Light-up Night.

(YARD) Youngwood Area Revitalization & Development

There are still a few Community Cookbooks left and are available at Bayer’s, and Youngwood Borough Office. Watch our new two-sided event sign installed in the parklet at 4th and Depot Streets for community events.

YARD would like to thank Keith Dorko of D & G Electrical Contractors for connecting the electric to our new sign so all residents and travelers will know what is going on in Youngwood.

Hempfield Garden Club

Members will be decorating the Christmas Tree in the Borough Building soon with the decorations we made in November. Please stop in to see the tree. By the time this publication comes out, the members of the Garden Club will have enjoyed their Christmas Luncheon at Cochran House in Dawson on December 1. We will begin the New Year with our meeting on Thursday, January 5, 2012 at Christ United Methodist Church in Youngwood at 11 AM. If you would like information on the Hempfield Garden Club, please call 724-635-0339. GARDEN TIP: Birds are flocking to backyard "buffets" now that their natural food sources are scarcer. Keep them coming back by filling your feeders with quality birdseed. Clean feeders monthly with warm, soapy water.

Youngwood Lions Club

The Youngwood Lions Club would like to thank everyone for their support with their birthday calendar sales and also the Koeze Nut sales. The Lions will have their Kettle at S&T Bank starting Sat. Nov. 26 from 9:00 A.M. until noon collecting money for Christmas baskets for the local needy families. They will also have containers at the local businesses collecting money for this project. They want to thank the S&T Bank and the local businesses for their help.

Council Meeting highlights on Monday, October 3, 2011

PUBLIC HEARINGS – STORMWATER MANAGEMENT

Engineer Bove reported the Borough has a small project to repair a storm line in the alley near Chestnut/3rd Streets. Discussion was held regarding the use of a 36” pipe and re-routing the line at an estimated cost of $35,000.00. Discussion was held on damage to the property where there is a tree root blocking the pipe causing the problem.

Norm Melser of 121 Reed Way was present to thank Council and the Public Works Department for asphalting Reed Way.

FINANCE/COLLECTIONS – MR. LONG

Budget Meetings Announced the Finance Committee will meet on October 11th at 7:00 P.M. The budget meeting will be held on October 19th at 7:00 P.M.

Local Share Tax Voted to appoint Berkheimer Tax Administrator as collector for the Borough’s Local Service Tax effective January 1, 2012 at a rate of 1.65 percent.

Parklet Sign Announced the old parklet sign is available for use in another location in the Borough.

RECREATION – MR. CRAGO

Community Center Reported he has been in contact with three firms regarding the cost of a feasibility study for the Community Center.

SAFETY/STORMWATER MANAGEMENT – MR. MOORE

Front Street Refuse Pick-up Reported Council is considering front street garbage pick-up. Council is looking for public input on the matter.

2012 Dog Catcher Contract Voted to renew the contract with Hoffman Boarding Kennels for period January 1, 2012 to December 31, 2012 in the amount of $85.00/month.

Handicap Parking Renewal Voted to renew the handicap parking request for 104 S. 3rd St.

PUBLIC RELATIONS – MRS. KLINGENSMITH

Library Board Announced that it’s the end of her 3 year term on the board and the council will need to appointed someone to the Greensburg/Hempfield Library Board beginning 2012.

ADMINISTRATION/PERSONNEL – VICE-PRESIDENT W. GENARD

2012 CDBG Project Voted to ratify the submission of Silvis Farm Road for the 2012 CDBG Project. The Borough will commit $50,000.00 towards construction costs and will perform in house berming and restoration and will commit $5,000.00 contingency.

Cemetery Board Announced there is an opening on the Cemetery Board. Anyone interested should contact the Borough Office.

In addition to the business meeting and lunch, members will be making decorations for the Christmas Tree at the Borough Building that we decorate each year. If you are interested in coming to this or any future meeting as our guest, or for more information about the Garden Club, please call 724-635-0339. GARDEN TIP: November is a perfect time to finish clearing vegetable and flower beds of the past year's growth. Also, weeding at this time will save time in the Spring when we are ready to put in our new plants. Hurry and apply fall fertilizer to your lawn if you haven't already.

The Youngwood Lions Club celebrated their 71st Charter Night at the Lakeview Restaurant on Tuesday, Oct. 11, 2011. Opening and Welcome was given by Lion President Edward Christofano with introduction of Special Guests District Governor Mary Ellen Neff-Miller and Lion Duane Miller.

From the Editor’s Desk

When we were in school we learned poetry and many poems were never forgotten. One I remember starts, “Under the spreading chestnut tree the villiage smitty stands”. Bring back any memories? When we get to this time of year, the end of September thru October, I always think of the following poem. Especially driving on Depot Street in either direction through the countryside. YOUNGWOOD BOROUGH AUTHORITY SEWAGE BILLING NOTICE:

Effective August 16, 2011 Youngwood Borough Authority adopted a resolution as follows:

Youngwood Borough Authority will issue a billing credit for the difference between estimated and actual water usage occurring only within the last one (1) year. No credit will be issued for estimated usage occurring prior to the last one (1) year.

September Council Meeting

Youngwood Borough Council held their regular monthly Council Meeting on Tue, Sept. 6, at 7 p.m. Reflective house numbers can be ordered at the borough office. They would make good Christmas gifts and will make it easier for emergency personal to locate homes of those in need.

October Council Meeting will be held on Monday, Oct. 3, at 7 p.m. in the Community Center.

November Agenda Meeting will be held on Monday, Oct. 24, at 7 p.m. for general discussion and public hearings. The date is changed because of the Halloween Parade.

Issue #18 “School Days” September 1, 2011

From the Editor’s Desk

I can still remember my mother walking me up to the yellow brick school house for my first day of school. Living in a small town of approximately 1 sq. mile, everyone walked to school, there were no school buses. After that you were entrusted to an older sibling or older neighbor and you all walked to school together, gathering up kids along the way. We were permitted to take short cuts through people’s yards as long as we stayed on their sidewalks and didn’t touch anything. We studied basic subjects and the Peterson Method of writing. The yellow brick school was our home until it was time to go to high school in the red brick building, which is now the Community Center and borough offices. When you went to high school new students were bused in from New Stanton and Hunker. There was no such thing as a Snow Day and I don‘t even remember too many snow plows but, everyone had a shovel. Do you remember heavy, wool leggings and rubber boots, frozen cream on the milk bottles, and thick artistic ice on the windows? Most of the teachers, principal, and staff were your neighbors so everyone got to school which was heated by coal burning boilers. The only pollution was the chimney smoke coming from coal furnaces in every house and business in town and the steam locomotives.

I was a young child, but I still remember my parents talking about President Roosevelt’s radio speech when Pearl Harbor was bombed and he said December 7, 1941 will be a “date which will live in infamy” and now we have this generation’s infamous date of September 11, 2001, 60 years later. Both were evil deeds, a publicly known infamous act against the United States of America. Both took lives of innocent men and women who were going about their daily lives on those two dreadful days when everything and everybody changed forever. Both days were interrupted by planes streaming across the peaceful blue skies and causing death and injury of innocent people and destruction beyond imagination. Let us all remember in our prayers those who perished and the family members left behind to try to go on with lives that will never be the same. Pray for the first responders, the police and all others who worked undauntedly to do everything they could for their fellow Americans. Members of our own Youngwood Volunteer Fire Department were among those first responders. “God Bless America”

Youngwood Borough Council held their regular monthly Council Meeting on Mon., August 1, 2011 at 7 p.m. The street projects have been awarded and work will start soon. Many home owners have received letters for the unsafe condition of their properties. Storm water issues are being addressed.

September Council Meeting will be held on Tuesday, Sept. 6th at 7 p.m. in the Community Center.

October Agenda Meeting will be held on Monday, Sept. 26th , at 7 p.m. for general discussion and public hearings.

The Hayden’s Pharmacy Car Show was held on July 31st from 12-5 at the Youngwood Area Park and Pool. This benefit hosted about 70 cars from 1929 -to present day; beautiful cars, great food, and music for the whole family. Hayden's Pharmacy provided trophies for the winners, raffle baskets, and gift bag for all. It was a day for the families to come out and see the great vehicles from yesterday. Many of these cars in the Park-N Pool parking lot would have been there 50 years ago - It was a great day to look back and remember!

The Hempfield Garden Club

Members and guests will be traveling by coach to Pittsburgh on Thursday, September 1 for their Fall Trip. The itinerary includes a tour of the Rodef Shalom Biblical Botanical Garden, as well as a tour of the Temple. Lunch will be enjoyed at Bucca di Beppo in Station Square, followed by an hour of shopping and browsing the shops of Station Square. The group will then enjoy an hour-long exploration of Pittsburgh by land and water aboard "Just Ducky", a World War II amphibious vehicle, known as a DUKW. For Lawns - apply a fertilizer and broad-leaf weed control to lawns this month. You can buy them in one formula, known as Weed-and-Feed Combination. Be sure to choose one for Fall application. 2. Bulbs - buy bulbs as soon as you see them in stores and garden centers. Keep them in a cool, dry place until planting in October.

With the hard work and determination of volunteers, many of whom are no longer with us, this dream was fulfilled to be enjoy by them, their children, and their grandchildren. This year’s Annual Firemen’s Carnival is now over and was a big success. The Fire Dept. along with the Ladies Auxiliary wish to thank all those who supported the carnival this year. Lastly, we would like to thank all those who came to the carnival and had a great time. The food was good and the fireworks were the best we ever had. GARDEN TIP: August is a good time to sow a Fall crop of herbs, such as parsley and cilantro, as well as salad greens, including spinach and arugula. Also, be sure to stop fertilizing lawns, perennials, and woody plants by the middle of August. Any new growth that is encouraged late in the summer won't be sturdy enough to survive the cold autumn weather that's on its way.

Carnival Time in Youngwood has always been the highlight of summer. I remember when they closed Third Street down at Depot and the Ferris wheel was set up in the middle of the street in front of the Moose. My aunts and cousins would come for the week and the ladies all played bingo to try and win nylon stockings. At that time we lived in the 300 block of Third Street and when we saw the Ferris wheel start going around it was time to start “out street”. Now you know about how old I am. I haven’t missed a carnival yet. MAK

The annual Firemen’s Carnival will start on Monday, July 11 and runs through Saturday, July 16. The kitchen will open at 6:30 p.m. each evening with a full menu of food. The rides and Firemen’s booths will open at 7:00 p.m. There will be early bird discount price nights throughout the week for the rides. A Karaoke Contest will be held on Wednesday Night and Bob FM 96.9 will broadcast live on Friday evening. The event closes with the Fireworks Display on Saturday evening at 11:00 p.m. The Ladies Auxiliary will have Bingo every night in the air conditioned Fire Hall along with the popular Bake Sale. We hope to see everyone come out and enjoy the Carnival and support your local Fire Department. The firemen are contacting local business owners to be Firemen’s Booth sponsors. A new ordinance has been approved to set costs and times for soliciting. Ask for their documents if approached. If they don’t have them, they have to go to the borough office to apply.

The Hempfield Garden Club

The Garden Club participated again this year in the Annual Community Yard Sale. In addition to homemade herbal vinegars, over 350 plants and herbs were sold - mostly home grown from seeds and seedlings, as well as from members gardens. Also lots of yummy homemade baked goods were sold to hungry customers. The "Steeler" afghan was won by Bernie Crago. The Club thanks all those who supported our sale.

The Garden Club's annual July Covered Dish Picnic will be held on Thursday, July 7 at the Youngwood Park & Pool beginning at 11 AM. If you would like to be our guest at this or a future meeting, please call 724-635-0339 for more information.

GARDEN TIP: If you have mums in your garden, now is the time to pinch them back. Don't be afraid to use your pruners and cut your mum plants down half way, as this will produce a greater number of colorful flowers for late summer and fall. An easy way to remember to do this is to always cut them back around the 4th of July, but not much later than that.

Youngwood Area Library

The Youngwood Branch of the Greensburg Hempfield Area Library had the Kick-Off for the Summer Reading Program at the Playground on Friday June 10th at 10:30.

There were 57 children and 9 adults in attendance. The theme for this summer’s program is “One World, Many Stories.” They were entertained by two young ladies from Stage Right with songs and dances from around the world. There is a brochure at the Library with information about the summer reading programs – there are 3 or 4 programs a week. All programs are free but require registration in advance at the Youngwood Library.

The Youngwood Library is having another fundraiser at Bob Evans Restaurant in New Stanton – 2 days – Saturday July 23 and Sunday July 24th. You can get a coupon/paper at the Library or you can request one at the Restaurant. The Library benefits 15% of your total bill. You must have the coupon when you pay your bill. These Bob Evans’ Fundraisers are a great help to your Library!!

YARD Youngwood Area Revitalization & Development

There are still 39 Community Cookbooks left and are available at Bayer’s Pharmacy, Hepler’s Hardware, Youngwood Borough Office, and Cyber Depot. The books are $10 each.

We the residents of Youngwood want to thank all our veterans for risking their lives in the line of duty to keep all of us here at home safe. You are the bravest of the brave. We honor you and we honor those who did not return to their loved ones from the battles they fought in countries around the world. Sacrifices were made by all who served no matter where and no matter when. Sacrifices were made also, by families who sent you off to countries half way around the world. You were kept in the hearts of all who loved you and prayed for your safe return. You were kept in the hearts and prays of strangers who gathered in churches, schools, and public gatherings and you will always be remembered for doing your duty for this great country. MAK

MEMORIAL DAY:

The VFW and the Fire Department are working together on this year’s parade and services. Some details about the day are: Line up will be at 8:30 am at Lincoln & Sherwood. The parade starts at 9:00 with light refreshments to follow at the Fire Department as in years past. There will be a memorial service held at the Youngwood Cemetery starting at 11:30. Fly your flag in remembrance of our veterans. All currant and past military members and community organizations are all invited to march in the parade.

April Council Meeting

Youngwood Borough Council held their regular monthly Council Meeting on Monday April 4, 2011 at 7:00 p.m. Various options for the 2011 street program was reviewed. Maintenance Department workers’ uniforms approved and ordered. Mr. Scott Palmquist has been appointed to fill the seat of Councilman Thomas Bompiani who passed away recently. Mr. Palmquist will serve until the end of the year and will be on the November Ballot. We look forward to working with him this year.

Reflective House Numbers: Blue background house numbers will be available for residents to order through the Borough at their own expense at a discounted price. All orders are to be prepaid. Samples and order sheets are available at the borough office for residents to fill out.

The May meeting will take place on Thursday, May 5 at Christ United Methodist Church in Youngwood at 11 AM. The program will be presented by Mr. Ron Patum, from Penn State Extension, and will be on Butterfly Gardening. GARDEN TIP: For those of us who have lilac shrubs or bushes, remember they bloom best when planted in full sun. Snip spent flowers after they bloom, and at the same time do any needed pruning. Do not prune too long after blooming, or you will remove the blossoms-to-be. Rejuvenate old, weak, leggy plants by trimming out weak, dead, and overly large branches. Make cuts near ground level. Young, vigorous shoots will take their place. Our cold winters are a must for lilacs, in fact without winter chilling, they may refuse to bloom.

YOUNGWOOD BOROUGH AUTHORITY’S PROCEDURE

REGARDING CREDIT FOR OUTDOOR WATER USAGE

Customers requesting a credit for water used for swimming pools, watering lawns or gardens, or for any use that does not go into the sanitary sewer system must purchase and permanently install at their own expense an auxiliary water meter on the water line used for outside usage. Customers must then complete a written form at Borough office within a week of installing the meter. The Authority will send out an employee to inspect the installation to verify that all water usage metered thereby is outdoor usage only. Customers must provide the Authority with their auxiliary meter reading on or before October 1st of each calendar year and the credit will be applied to the customer’s last sewer bill for the year. Your historical water consumption from The Municipal Authority of Westmoreland County (MAWC) will justify the credit. Any read not called in annually will not receive a credit for that year.

The Hempfield Garden Club

GARDEN TIP: For those of us who have lilac shrubs or bushes, remember they bloom best when planted in full sun. Snip spent flowers after they bloom, and at the same time do any needed pruning. Do not prune too long after blooming, or you will remove the blossoms-to-be. Rejuvenate old, weak, leggy plants by trimming out weak, dead, and overly large branches. Make cuts near ground level. Young, vigorous shoots will take their place. Our cold winters are a must for lilacs, in fact without winter chilling, they may refuse to bloom.

Youngwood Area Library

Library hours are: Monday and Thursday, 10 a.m. to 7:30 p.m. & Tuesday and Friday, 10 a.m. to 5 p.m. The members of the Youngwood Area Library are holding their ANNUAL MOTHERS’ DAY BASKET RAFFLE. The basket may be viewed at the Library and includes a list of all sponsors. It consist of gift cards donated by many businesses and restaurants in Youngwood and surrounding areas. Also included is a floral arrangement and a $200 Sunoco Gas Card donated by the Friends of the Library. Tickets can be purchased at the Library or call Marilyn Brown at 724-925-9585. Tickets are $2 each or 3 for $5. The drawing will be on May 6.

YARD Youngwood Area Revitalization & Development

There are still a few Community Cookbooks left and are available at Adam’s Hardware, Bayer’s Pharmacy, Hepler’s Hardware, Youngwood Borough Office, and Cyber Depot. The books are $10 each.

THE ANNUAL COMMUNITY YARD SALE will be held on Saturday, June 11, 2011, 7 a.m. - 5 p.m.. This is a big fund raiser for our organizations and churches. Residents may put their names, phone #, address, and three items for sale on a slip of paper plus $2 to cover publicity and drop it off at the borough office. For anyone wishing to set up on the grounds of the Community Center the cost is $10. All checks payable to YARD. Paid participants will receive a green sign to post at their location. BOROUGH NEWS

We want to remind you that in order to burn in Youngwood you need to go to the borough office and obtain a free burn permit. That permit will allow you to burn only natural materials excluding leaves. Also, the borough is able to pick up brush if the resident moves the brush to the edge of their yard into one man manageable sizes and contacts the PW Garage to schedule pick up (724) 925-3033.

EARTH DAY CLEAN UP

Clean up will take place 4/16/11 starting at 8:30 a.m. meeting at the Fire Dept. Lunch & materials will be provided. Interested groups should contact John Storey to plan for lunch and the safety of the volunteers. (724) 925-3033. Mayor Joan Derco looks forward to another successful year. We ask that you please dress appropriately for the weather, wear sturdy shoes or boots, and bring gloves.

March Council Meeting

Youngwood Borough Council held their regular monthly Council Meeting on Monday March 7, 2011 at 7:00 p.m. Various options for the 2011 street program was reviewed. Maintenance Department workers’ uniforms were discussed. Funds were released in the amount of $25,000 from the Fire Equipment and Apparatus Fund. The funds will be used for the tower truck payment. Warren Ullrich and Cliff Long will attend a Spring Road Maintenance seminar on March 30th.

Youngwood Borough Council will hold their monthly Agenda Meeting on Monday, March 28, 2011 at 7:00 p.m. General discussion and public hearings. With the passing of Councilman, Tom Bompiani, the council has 30 days to appoint someone to fill his seat until the end of the year. GARDEN TIP: Get a head start on preparing your planting areas by WARDING OFF WEEDS - here's how: 1. Remove weeds you overlooked last year from beds and borders. Nip away any little seedlings that are starting to pop up. 2. Surround plants with 3-4 inches of compost or wood chips. 3. Before weed seeds begin to send up shoots, apply a pre-emergence herbicide, such as Preen, about the time forsythias bloom.

Wednesday, April 13. After the Lenten service at Christ United Methodist Church, the Senior Citizens will meet in the sanctuary for a brief meeting and then a talk on driver safety by State Police Lt. John Rock. Please join us.

The Youngwood Lions Club

The Lions Club will be holding its annual Pancake & Sausage breakfast on Saturday April 9, 2011. The breakfast will be held at the St Paul’s United Methodist Church in Youngwood. Tickets are $6.00 for adults and $3.00 for children 6 thru 12. Tickets may be purchased through any Lions Member, Hayden's Pharmacy, and at the door. There will also be Home baked goods available for purchase. Come join the fund raiser. Lions Club brooms are now available at Hayden's Pharmacy. The annual White Cane fund raising event will also be held on April 9 at Sams Club. Funds raised go to services to the Blind. The Club is currently seeking civic minded individuals to become Club members. Please contact any Lion for details.

The Youngwood Area Park & Pool is excited to announce that the 2011 season will mark the 50th year of its existence. The committee is planning a number of events that will celebrate this milestone. Watch for more details as plans develop for this summer.

From the Editor’s desk

PREIMARY ELECTION: All candidates running for Youngwood Borough Council are invited to submit a brief comment in this publication in April or May. Basic information and your personal opinion on community needs for the residents to get to know you. Info must be received by the 20th of the month.

The “Wearing of the Green” is symbolic of St. Patrick and the luck of the Irish, but green is also the color symbolizing other things in our lives. Just think of the first signs of spring when the bright green sprouts of the daffodils, tulips, and other bulbs start peaking through the ground. Green is also the color that represents good health and new beginnings in the medical fields, and it is the color used in our churches during “Ordinary Time” which are the Sundays between Lent , Advent and other significant biblical events. I guess we can’t forget that green is the color of money, which we need to put a roof over our heads and food on our tables. But I think for many of us there is always the “green, green grass of home” which is where our hearts will always remain. Because; this is where we were raised and/or raised our children, and it is where our families and friends gather now. Home is where loving couples begin their new lives together and go on to raise their families, enjoy grandchildren, and continue on to enjoy the fruits of their labors. So wear green anytime you want to, and just enjoy each day as it comes where ever you are and who ever you‘re with. Live in the moment ! MAK

February Council Meeting

Youngwood Borough Council held their regular monthly Council Meeting on Monday February 7, 2011 at 7:00 p.m. Reflective house numbers will be available for residents to order through the Borough at their own expense at a discounted price. All orders are to be prepaid. An order sheet will be available at the borough office for residents to fill out. A warning was issued to residents to be cautious when answering your doors. Companies such as the utility companies all have proper identification and uniforms. If you have any doubt at all about someone at your door or in your neighborhood call the police immediately. It’s better to be safe then sorry. Anyone going door to door must have a permit from the borough office to do so. Don’t take chances; keep your doors locked and call the borough office and check with them. A preliminary list of streets to be repaired was submitted to council for 2011 road work. The PSAB Annual Conference attendance was approved for those who wish to attend in April. The Youngwood Volunteer Fire Dept. Activity list was submitted and approved.

The Youngwood Volunteer Hose Co. #1 has answered 67 calls by February 18, 2011. The firemen will be attending seminars for Hazmat Recertification on March 8 and 10.

Following the business meeting and lunch, Dr. Xuri Zhang, head of the Horticulture Department at WCCC, will be our guest speaker. Dr. Zhang will speak on Spring planting, and is sure to be full of valuable information as we near planting time. Guests are welcome to attend by calling 724-635-0339. GARDEN HINT: For those of us who live here in the Northeast, our cool-season spring gives us an opportunity to plant some perky early-bird bloomers. Try primrose, pansy, English daisy, wallflower, poppy, stock, snapdragon, calendula, and alyssum - they are appearing in garden centers now. Plant these tough guys in pots or in the garden as soon as soil thaws

Now that we have started a new year, we always hope for the best. Looking over the past year we all have experienced the good, the bad, and the indifferent. Well, here is the opportunity for you to change the indifference. The primary election will be on Tuesday, May 17, 2011 and there will be three (3) seats available on Youngwood Borough Council. Ending their terms this year are; Dan Genard, Kris Long, and John Moore. If you are interested in running for borough council, you must file at the Westmoreland County Court House, Election Bureau. The forms will be available on February 7, 2011 and must be returned by March 8, 2011. If you have questions call the Election Bureau at, 724-830-3150. In a small town like ours there are always tales going around but don’t let these deter you if you are interested in running for council. It’ s not a “piece of cake” and you have to keep the resident’s safety and wellbeing as top priority. But, when you do get a few crumbs and are able to make a difference for Youngwood and the families who live here, it is very rewarding. MAK

Youngwood Borough Council held their regular monthly Council Meeting on Monday January 3, 2011 at 7:00 p.m. Annual appointments were made, we will retain Bove Engineering as Engineer, Yanitry Law Offices as Solicitor, William Brandt at Five Star Trail Representative, Emil Bove as primary Sewage Enforcement Officer, Dallas Leonard as the alternate Sewage Enforcement Officer, and Robin Long to the Vacancy Board. Motion carried to adopt the resolution authorizing payment of one mill of collected real estate tax to the Youngwood Volunteer Fire Dept. Equipment and Apparatus Improvement Fund for 2011. Appointments were made to the Park & Pool and Recreation Boards. Foothills Soccer Agreement was approved for 2011. Community Newsletter will be published monthly. Public Works Supervisor, John Storey will attend a seminar on Pesticides in Harrisburg and Managing Conflict in Greentree during January. Reflective house numbers will be available for residents to order through the Borough at their own expense at a discounted price. All orders are to be prepaid. An order sheet will be available at the borough office for residents to fill out.

BOB EVANS DAY at the New Stanton restaurant to benefit Youngwood Library will be held on Sunday, March 13, 2011 so mark your calendar. 15% of your bill will be donated to our Library. Forms are available at the library. If you don’t have a form just tell your server that you want to participate in the library event. Library hours are: Monday and Thursday, 10 a.m. to 7:30 p.m. and Tuesday and Friday, 10 a.m. to 5 p.m. Coming up in March and April there will be Story Time every Thursday; times will be published in the next newsletter.

Youngwood Area Revitalization & Development

There are still a few Community Cookbooks left and are available at Hayden’s Pharmacy, Adam’s Hardware, Bayer’s Pharmacy, Hepler’s Hardware, the Youngwood Library, Youngwood Borough Office, The Hair Station, and Cyber Depot. The books are $10 each.

The next community event that YARD will be sponsoring is the ANNUAL COMMUNITY YARD SALE to be held on Saturday, June 11, 2011. People from far and wide look forward to our annual event. It is a fund raiser for our organizations and churches. More information in March newsletter.

Youngwood Lion’s Club

Up and coming fund raising events. In April the club will be holding its Spring pancake and sausage breakfast at St Pauls Methodist church. The date has yet to be finalized but urge residents to look for posters in the near future. The club will again hold its annual Strawberry Festival in June. As always profits from these fund raising events go towards projects and services in our community. The Lions Club is an International service organization funding various projects for the sight impaired, scholarships, disaster relief, etc. The organization is actively seeking service minded individuals for membership. SIGNS OF THE SEASONS We see the signs of fall all around, from the farmers harvesting their pumpkins, apples, and late corn and turning them in to pies, apple cider, and decorative corn stalks to the green leaves turning to orange, gold, and reds. It’s a comforting time; a time to slow down from the excitement of the hot summer days of no school, family vacations, and enjoying all the warm weather outdoor activities. It’s a time to prepare for the winter ahead of us by checking our furnaces and fireplaces and installing the storm doors and windows. Time to fill the oil tanks, and purchase cords of wood to keep the family warm and comfortable until the first signs of spring. So get out those long pants, sweaters, jackets, and boots and put away the shorts, tank tops, halters, and sandals until next year. Two other events that signal the fall season is Election Day on Tuesday, November 2nd and also, changing the clock by “falling back” one hour on Sunday, November 7th when Daylight Saving time ends. So get comfortable in your favorite chair with a warm comforter and a cup of hot cider with a cinnamon stick and enjoy, because before you know it, the signs of winter will soon be upon us.

October Agenda Meeting
Youngwood Borough Council held their monthly Agenda Meeting on Monday, September 27, 2010 at 7:00 p.m.. Cesare Muccari director of the Greensburg/Hempfield Library informed the council on “downloadables” which are books, movies, and music that can be downloaded to computers, I-pads, and other wireless items. PennDot sealed 22 manhole covers which were covered by the agility program with Youngwood. Leaf Pick-up will begin soon. 2011 budget meeting has been scheduled for October 20. The Halloween Parade will be sponsored by the Youngwood Volunteer Fire Dept. on Sunday, October 31st.
October Council Meeting
Youngwood Borough Council held their regular monthly Council Meeting on Monday October 4, 2010 at 7:00 p.m. Youngwood Light -up Night will be Saturday, November 13 from 6:00 to 8:00 p.m. Depot Street will be closed for the event. Catch basin and storm water problems will be addressed on Clawson Avenue. The Sewage Authority reported that there are some repairs needed at the Sewage Plant. Attendance for Mr. Storey has been approved to attend a Bridge Maintenance/Inspection workshop.
Household Hazardous Waste Collection will be held on Saturday, October 2 at Arnold Palmer Regional Airport from 9am to 2pm. As a participating community, acceptable materials can be disposed of FREE.

Hempfield Garden Club
The Holidays are almost upon us! Garden Club members will be once again assembling and decorating the Community Christmas Tree after Thanksgiving. This has been an annual project for the Club, using a different theme each year. The tree will be on display at the Borough Building for your viewing and enjoyment. Youngwood Area Revitalization & Development

The Community Cookbook went to print with 300 mouth watering recipes. This is a special YARD fund raiser for the new lighted, double-sided sign in the park at Fourth and Depot Streets. The books will sell for $10 each and will be available around November 1st. They will also be available at the Community Center and pharmacies. A limited number have been ordered and there will be no reorder. Thank you again to all who sent us recipes.
The Youngwood Christmas Tour will be our next big fund raiser on Sunday, December 12th from 2 p.m. to 6 p.m. This is going to be a great tour with a lot of variety to show how we celebrate Christmas in our town. A social will be held at the end of the tour in the Community Center with an opportunity to view the Garden Club’s Christmas tree and the Centennial quilts. The social hosted by the YARD members will
have basket raffles, a drawing with your ticket stub for a beautiful center piece and the Community Cookbook will also be available for purchase. Issue #7 “School Days” September 15, 2010

WE HAVE ALL BEEN THERE facing the challenges of the first days of school. It could be Kindergarten, Grade school, High school, or College it’s all the same feelings of the unknown. These challenges are not only for the students but for the parents or guardians who are sending these “kids” out on their own to face the real world as it may be. The first challenge is “what to wear”; second getting on the right bus at the right bus stop or if the car will start today to get you to class; third is finding your classrooms and on and on. These challenges continue until all the wrinkles are ironed out and the “kids” are into the second and third week of classes. Then it falls into a regular routine and the next question is usually, “when do we get our first day off”. Every family goes through this year after year until the last child is out on his or her own making a living, Once they get married and have children the cycle begins again. This is about the time that children figure out that mom and dad really did know what they were talking about and wish they would have paid more attention to them back then. The circle of life continues, grows and prospers from the seeds planted in early childhood with good parenting and knowledgeable teachers.

September Agenda Meeting

Youngwood Borough Council held their monthly Agenda Meeting on Monday, August 30, 2010 at 7:00 P.M. . A variance hearing was held at 6:30 P.M and there was a 6:45 P.M meeting with residents affected by the new floodplain areas. Council was informed by the Sewage Authority that they have agreed to increase sewage tap-in fees. The Fireman’s Scholarship will be awarded to a qualified person to attend classes at Westmoreland County Community College.

Youngwood Borough Council held their regular monthly Council Meeting on Tuesday, September 7, 2010. Under the Snow Emergency FEMA Grant we were awarded $18,950.90 for the emergency snow removal in February. Two road repair projects were approved for the CBDG funds next year. A motion was made and passed to increase the sewage tap-in fees from $300 to $1,000. A variance was approved for a carport on South 2nd Street. Trick or Treat will be held on Sunday, October 31 from 6 p.m. to 8 p.m. The Police fact-finding Committee will meet with South Greensburg on Tuesday, Sept. 14 to discuss the possibility of sharing police services. The Youngwood Volunteer Fire Dept. answered 375 calls year to date in 2010.

The Youngwood Firemen’s Slow Pitch Softball Team recently won the League Championship with a 16-0 record. The League is made up of nine teams mostly of area Fire Departments. The team has been in the league for 35 years and this is the first time they had a perfect season. They have won the League Championship five out of the last seven seasons. They also, won the end of the season Tournament and ended up with a 21-1 overall record. Congratulations to the team, coaches, and fans that supported them this year.

Youngwood Library

Storytime with Miss Lynn at the Youngwood Library will be held Thursday, Sept. 16, 23, 30, and October 14, 21, 28. Story time will be at 10:30 a.m. for 3-6 year olds. Please call the library to register, 724-925-9350. A winter Wonderland is being planned for December 9th. More details later.

Bob Evans Fund Raiser for the library will take place on Sunday, October 3 from 8 a.m. to 8 p.m. at the New Stanton Bob Evans. Forms are available at the Library or you can tell you waitress/waiter that you want to participate in the Library Fund Raiser.

Hempfield Garden Club

Garden Club members are going on their fall trip on Wednesday, October 13, beginning with a 2 hour Amtrak train ride through the Allegheny mountains to Altoona to visit the Railroaders Memorial Museum, and Horseshoe Curve. Also included in the trip is a stop at Boyer’s Candy Co., makers of Mallo Cups, the Oak Spring Winery, and end with dinner at Burley’s Fine Food & Spirits. Meetings are held on the 1st Thursday of each month at Christ United Methodist Church at 11 AM. For membership information or to be our guest, call 724-635-0339. Garden Hint: Cool fall weather provides ideal conditions to plant new trees, and garden centers slash prices to reduce inventories now. Plant a tree at the same depth it grew in the nursery pot, and water regularly until the ground freezes. Mulch around the tree with 3-2 inches of shredded bark.

Youngwood Area Revitalization & Development

The Community Cookbook went to print with 300 mouth watering recipes. This is a special YARD fund raiser for the new lighted, double-sided sign in the park at Fourth and Depot Streets. The books will sell for $10 each and will be available around November 1st. Locations to purchase your books will be listed in the next news letter. Thank you to all who sent us recipes.

The Youngwood Christmas Tour will be our next big fund raiser on Sunday, December 12th from 2 p.m. to 6 p.m. This is going to be a great tour with a lot of variety to show how we celebrate Christmas in our town. A social will be held at the end of the tour in the Community Center with an opportunity to view the Garden Clubs Christmas tree. The social hosted by the YARD members will have basket raffles, a drawing and the Community Cookbook will also be available for purchase.

Youngwood Lions Club

The Youngwood Lions Club will celebrate 70 years of service in October. Originally chartered by Lions Clubs International on October 3,1940, today's club is one of nearly 46,000 in 205 countries and geographic areas with over 1.3 million members. The men and women of Lions Clubs raise funds to serve the humanitarian needs of their local, state and international community, with a focus on the visually and hearing impaired. Additionally, clubs also identify and support a variety of other local projects. In 1957, the Lions made the first donation to the Youngwood Area Park and Pool Fund. They later constructed one of the park's large pavilions. Through the years they have contributed thousands of dollars to the Youngwood Area Library, Westmoreland County Community College Education Fund, The American Field Service student exchange program and a variety of youth and adult programs. They appreciate the support they receive from local residents in all their fund-raising efforts. The Club will celebrate their anniversary at a special "Charter Night" at Lakeview Lounge on October 12th.

Community Work Day to help keep the shelter open and operating to its full potential will be held on Saturday, Sept. 25 and Sunday, Sept 26 at 9 AM. We need floor tile installed, framing and trim around windows and doors, baseboards, concrete/masonry experience and extra hands to carry and move things.

Youngwood Recreation 2010 Season

The Recreation Board wants to thank the community of Youngwood for another great season. There were 323 children ages 3 to 18 signed up to play ball this past season. Much thanks to all the parents who volunteered each week to work and coach within the program. It takes a lot of commitment to maintain 7 fields, a concession stand, and coach 323 children in America’s favorite pastime. Be proud Youngwood as your community offers one of the finest baseball /softball programs in the country.

"The Story” On September 26 Christ United Methodist Church will launch the reading of "The Story". This is a 31 week reading of the scripture all presented in chronological order. Your government at work

August Agenda Meeting

Youngwood Borough Council held their monthly Agenda Meeting on

Monday, July 26, 2010. An intra-municipal agreement was discussed for

2011 road projects with New Stanton Borough which would decrease

the cost for both municipalities. A surveillance camera system is being

considered for the Community center because of the recent break-in.

The Safety Committee is working on an incentive program to encourage

employees to work safer to avoid accidents in the work place.

August Council Meeting

Youngwood Borough Council held their regular monthly Council Meeting

on Monday, August 2, 2010. The 2 catch basins on N. 4th Street were

replaced and repaired and the repairs at Burton Ave at the light have

been completed. Hempfield Township has be contacted about sharing the

cost of painting lines on Racetrack Road. The road is half in Youngwood

and half in Hempfield Township. The agility agreement with PennDot was

signed and the 24 manhole cover repairs will take place in the next few

weeks. The Faith Shelter at the cemetery is complete except for

landscaping.

A SPECIAL THANK YOU from the Fire Department. and the Ladies Auxiliary to all the area citizens who patronized this year’s carnival. In spite of rain on two night it was still a success. The fireworks were spectacular and good food was enjoyed by all. The Ladies Auxiliary reported the Bake Sale was one of the best ever and sold out every evening. Also; the bingo games were very well attended. The Ladies Auxiliary would like to thank the residents of Youngwood and the surrounding area for all the donations and purchase of baked goods, and for supporting the bingo. These two endeavors allow the auxiliary to raise funds to purchase items the firefighters need or want. The volunteer firemen would also like to thank the many booth sponsors for their generous donations and a very special thanks to the four major sponsors for the reduced price night for the rides which proved to be a big success. We hope to see everyone come out and enjoy next year’s Carnival which will be held on July 11-16, 2011 The Youngwood Volunteer Fire Dept. answered 335 calls year to date in 2010. Miss Lynn and her helpers spent the day at the Community Picnic. Balloons, tattoos, and custom made Frisbees were enjoyed by the children attending. Summer Library Hours: Monday & Thursday, 10 to 7:50; Tuesday & Friday, 10 to 5:00. Closed Wednesday, Saturday, and Sunday.

Hempfield Garden Club

As summer’s end draws near, members continue to maintain their flower plantings at the Community Center, Youngwood Library, Youngwood Cemetery, Point. and Park- N-Pool. The Sept. 3rd meeting program will be a floral demonstration from Miss Martha’s Floral by David Mardis, Designer. Meetings are held on the 1st Thursday of each month at Christ United Methodist Church at 11 a.m. For information call 724-635-0339. Garden Hint: Continue to dead head and water flowering plants to encourage blooms this month.

Youngwood Area Business Association

Sixty-four “Youngwood” banners were installed and orders were received for eight more.

They have been a wonderful addition to the downtown area. Future events being planned are the YABA SUPER BINGO to be held on October 10th from 2 p.m. to 4 p.m. and LIGHT-UP NIGHT on November 20.

The Youngwood Lions are having their famous LIONS BROOM sale on August 28th from

8 a.m. to 4 p.m. This fund raiser helps the Lions support and grow our community. Stop by Hayden‘s Pharmacy or Dr. Mondock‘s office to pick up one of these high quality brooms.

The MELVIN JONES FELLOWSHIP AWARD was presented to Naomi Henderson of Youngwood on July 13th. This award is named for the founder of Lions Clubs International and is given in recognition of those who have dedicated their lives to humanitarian services. Naomi was selected because of her many years of service through out the community. She has been active in her church, volunteered at the Youngwood library, has been a coordinator for Meals-On-Wheels, and as a nurse selflessly cared for many in the neighborhood struggling with various health issues. For this and all that she has done we give her our heartfelt thanks.

Youngwood Senior Citizens

The group will meet on Wednesday, September 8, at Christ United Methodist Church. Use this opportunity to meet with your friends and new acquaintances at Noon for a covered dish meal. After lunch, retired St. Police Lt. John Rock will discuss his personal experiences regarding Flight 93 on 9/11.

SECOND ANNUAL BLING FOR BONES, jewelry Bash will be held on Wednesday, August 18 at Denunzio’s Chop House in Latrobe from 6-8. Sunday, October 17 there will be a Healing Service at both the morning and the afternoon liturgy. FLIGHT 93 MEMORIAL CONCERT

This concert marking the 10th Anniversary of that fatal crash will take place at Greensburg/Salem High School on Saturday, September 11, 2010 at 7 p.m. It is being presented by WCCC Choir, WCCC Symphonic Orchestra, Jeannette Community Band, and Somerset Community Band. ISSUE #5 "Happy Summer" July 15,2010

DO YOU KNOW WHERE YOUR CHILDREN ARE? Do you remember that ad on TV several years ago?. It‘s something to think about. Not just children but teens and young adults too. As good parents know, their age doesn’t matter. They are still our children even when grown. There is a lot going on in Youngwood that you won’t have any trouble knowing where your children are. Now that we have a beautiful safe playground for our children to play in, we hope that they will take the opportunity to come and enjoy the playground and basketball court at the community center. Then there is the Park-N-Pool that offers swimming, a playground and an area for picnicking or just walking. The 5-star trail is great for biking and walking for everyone because you can go at your own pace. As far as my pace goes, it depends on how far and how long my legs want to carry me. This week is the Firemen’s Carnival with Fireworks on Saturday night. Be sure to try the great food prepared by the firemen and all the dedicated volunteer who work so hard for the benefit of the fire department. Also, take a chance on their games and the bingo in the air conditioned hall. Come to the Annual Community Picnic at the Park-N-Pool on Saturday, August 7th from Noon to 5pm. Everything is free and so is the swimming for Youngwood residents with a coupon received when you sign in at the picnic pavilion. So come on, let’s have some summer fun. Swim at the pool, enjoy the trail, have some ice cream, go to the carnival, catch some lightening bugs, or just sit on your porch or patio and chill. Happy Summer!

Your government at work

July Agenda Meeting

Youngwood Borough Council held their monthly Agenda Meeting on Monday, June 28, 2010. The Floodplain map by FEMA. has been revised. The borough engineer will make a comparison of both the old and new map and see which address would be affected by the change. Property owners will be notified when the information will be available for discussion. The playground work will be completed in a week and children can once again enjoy playing at the community center. The locks were stolen from the playground gate during the week and vandalism has always been a problem at the park. Be vigilant and call the police if you see something unusual happening not just at the playground but, at the parklet, Park-n-Pool, or anywhere in town. At a previous meeting council considered a 3rd stop sign at Racetrack Road and Depot Street coming from Middletown. After a study by PennDot, we were declined because they found no reason for another stop sign at this crossroad.

July Council Meeting

Youngwood Borough Council held their regular monthly Council Meeting on Tuesday, July 6, 2010. The playground is completed and ready for the children to enjoy. A development agreement has been drawn up for the Millstein area and work is progressing. Work is being scheduled to repair two storm water drains on North 4th Street and to make repairs to borough alleys in addition to Clawson Avenue and Silvis Farms Road. Youngwood has been notified that we will receive $25,000 to help cover some of the snow removal expense in February. Brush will only be picked up if scheduled. Residents may call the Pubic Works Garage, 724-925-3033 and leave a message to schedule pick up. Piles must be in “one man manageable sizes” left at the curb or along the alley without impeding traffic. Residents may take brush to the Public Works Garage anytime that the gate is open.

Youngwood Community Picnic

The community picnic will be held on Saturday, August 7th at the Park-N-Pool from Noon to 5pm. Volunteers are to please call Mayor Joan Derco, 724-925-9461. Donations may be sent to the Borough office by July 27.

A DUNK TANK will be hosted by YABA at the picnic. Try to dunk a Youngwood Undunkable-3 balls for $2.00---money will go to the Youngwood Beautification Project Fund.

THE LIBRARY will be participating at the picnic on August 7th by providing various children’s activities throughout the day.

The Youngwood Volunteer Fire Dept. answered 288 calls year to date in 2010. Tickets were sold out on the 2010 Mustang. Beginning July 10th .tickets will be sold on a 2011 Mustang in Bayer’s Parking Lot and at the carnival.

BOB EVANS in New Stanton is having a community fundraiser on Friday, July 16th. You can get a paper from the library to present when you pay your bill and the library will get 15%. In June the library received $175. If you forget to get a paper you may ask for one at the restaurant.

Hempfield Garden Club

Club members would like to thank all who stopped by our stands at the YARD Sale. The lovely handmade afghan in Steeler colors was won by Faith Krynicky of Youngwood. During summer please take time to look around our town at the colorful flower beds the club members have planted and are maintaining. There is enjoyment and pride in helping to beautify our town If you have interest in flowers and horticulture, please join us for fun, food, and informative gardening. Our group meets on the 1st Thursday of the month at Christ United Methodist Church at 11am. For information call 724-925-2982.

A 2nd wave of more banners to be put up is planned in July. Contact Ed at Hayden’s Pharmacy by the end of June Cost will be $120 for members and $180 for non-members.

WE NEED YOUR RECIPES. for our COMMUNITY COOKBOOK. Let’s show everyone what good cooks we have in town. The deadline for the recipes has been extended to August 1, 2010. This is the final extension and we will go to print with the recipes we have at that time We would like to have 50 more to complete our book. With over 1600 households in Youngwood it shouldn’t be hard. You can put one in “in memory” of someone. This is a special YARD fund raiser for the new lighted, double-sided sign in the park. Recipe Sheets are available at the Borough Building or you may clearly print your recipe on an 8 ½ X 11 sheet of paper along with your Name, Address, Phone number, and e-mail. Place the name of the person, organization, or group submitting the recipe to be included in the book. PLEASE PRINT CLEARLY and each recipe submitted must be on a separate sheet. All recipes must be received by August 1st. in order to be included in the book. Save Our Playground a special fund raiser for the playground at the Community Center plus funds from Youngwood Borough have made it possible for our children to enjoy the newly restored. playground with new fall zones and a new swing set.
