Council Meeting highlights on Monday, October 3, 2011
PUBLIC HEARINGS – STORMWATER MANAGEMENT
Engineer Bove reported the Borough has a small project to repair a storm line in the alley near Chestnut/3rd Streets. Discussion was held regarding the use of a 36” pipe and re-routing the line at an estimated cost of $35,000.00. Discussion was held on damage to the property where there is a tree root blocking the pipe causing the problem.
Norm Melser of 121 Reed Way was present to thank Council and the Public Works Department for asphalting Reed Way.
FINANCE/COLLECTIONS – MR. LONG
Budget Meetings Announced the Finance Committee will meet on October 11th at 7:00 P.M. The budget meeting will be held on October 19th at 7:00 P.M.
Local Share Tax Voted to appoint Berkheimer Tax Administrator as collector for the Borough’s Local Service Tax effective January 1, 2012 at a rate of 1.65 percent.
Parklet Sign Announced the old parklet sign is available for use in another location in the Borough.
RECREATION – MR. CRAGO
Community Center Reported he has been in contact with three firms regarding the cost of a feasibility study for the Community Center.

Front Street Refuse Pick-up Reported Council is considering front street garbage pick-up. Council is looking for public input on the matter.
2012 Dog Catcher Contract Voted to renew the contract with Hoffman Boarding Kennels for period January 1, 2012 to December 31, 2012 in the amount of $85.00/month.
Handicap Parking Renewal Voted to renew the handicap parking request for 104 S. 3rd St.

Library Board Announced that it’s the end of her 3 year term on the board and the council will need to appointed someone to the Greensburg/Hempfield Library Board beginning 2012.
ADMINISTRATION/PERSONNEL – VICE-PRESIDENT W. GENARD
2012 CDBG Project Voted to ratify the submission of Silvis Farm Road for the 2012 CDBG Project. The Borough will commit $50,000.00 towards construction costs and will perform in house berming and restoration and will commit $5,000.00 contingency.
Cemetery Board Announced there is an opening on the Cemetery Board. Anyone interested should contact the Borough Office.

Our First CASH BASH held on Saturday, Oct. 22nd was a big success, we thank all who attended and supported this event. 2012 MUSTANG GT was given away on Sat. Oct. 29. This is the last of the car fund raisers until next year. Thanks to all who purchased tickets and supported this event. See you next year. Youngwood Volunteer Hose Co. #1 has answered 396 calls through October 22, 2011 We are always looking for new members that are interested in learning fire fighting skills and helping with the many Fire Dept. functions. Contact any current member if interested. The Annual Fund Drive letters have been mailed out. Please send in your donations as soon as possible and you can claim the amount as a charitable donation on your 2011 taxes.
THE RED CROSS BLOOD DRIVE will be held on Monday, November 28th from 1:00 to 7:00 p.m.

The 5th Annual Light Up Night will be held Saturday, November 12th, starting at 6:30pm - 8:30pm on Depot Streets between 4th and 3rd - Santa will be making a special trip to Youngwood for the occasion! There are still a few Community Cookbooks left and are available at Bayer’s, Hepler’s, and Youngwood Borough Office. Check out the new two-sided event sign installed in the parklet at 4th and Depot Streets. Community events will be posted monthly and once the electric is connected it will be a well lighted corner of Youngwood.
Hempfield Garden Club
The November meeting will be held on Thursday, November 3, at Christ United Methodist Church in Youngwood beginning at 11 AM. In addition to the business meeting and lunch, members will be making decorations for the Christmas Tree at the Borough Building that we decorate each year. If you are interested in coming to this or any future meeting as our guest, or for more information about the Garden Club, please call 724-635-0339. GARDEN TIP: November is a perfect time to finish clearing vegetable and flower beds of the past year's growth. Also, weeding at this time will save time in the Spring when we are ready to put in our new plants. Hurry and apply fall fertilizer to your lawn if you haven't already.

The Library is having another Bob Evans Fundraiser on Sunday Nov. 6, 2011 at the Bob Evans Restaurant in New Stanton. Please get a flier at the Library. The Library receives 15% of your total bill. If you do not have a flier ask the cashier before you check out and they will give you one. At the last fundraiser we received $ 135.00. Thanks for your Support!!!

The Youngwood Lions Club celebrated their 71st Charter Night at the Lakeview Restaurant on Tuesday, Oct. 11, 2011. Opening and Welcome was given by Lion President Edward Christofano with introduction of Special Guests District Governor Mary Ellen Neff-Miller and Lion Duane Miller.
